*** It is good if you contact professors in universities before, but if no one replies, you can apply as it is not mandatory to have in contact with professors there to apply. But professor contact increases your chances of selection.
***One big benefit of contacting professors is that few universities and departments there have their own scholarships. So if you are in good contact with professors and you failed to get this HK fellowship, then still you can go for those specific scholarships offered by departments and universities
Still I say again, if professor do not reply you, it is fine, you can still apply for it and make good and well prepared documents of application, so that you can get selected for fellowship interview and then you can show your best in interviews and hence can win fellowship. People with good CGPA and IELTS score are preferred

"A good proposal, for better chance try getting IELTS with minimum 6.5 bands, a good motivation letter and strong recommendations as well. Contacting supervisor will be an added benefit, but it is not mandatory. Usually, interviewing panel decides about your supervisor after looking at your proposal and interview. But, if you are lucky enough to find a supervisor ready to supervise will increase your chances for fellowship or post graduate studentship."
